Public Service:
Rob Glowacki N9MVO reported there will be (not a SARC event) a Chicago Marathon event October 10th. Supportive Hams are requested to be in-place by 6:30AM. Bill Riess KW9WR explained there is a background check and registration process for applicants to complete before selections are finalized.
EMCOMM:
John Zietlow K9WIC reported Schaumburg Public Safety Day is scheduled for Saturday October 2nd. SARC is supporting the event by hosting a booth and bringing exposure of Ham Radio to the public. Plan is to arrive Station 51 directly following the Maxfield’s Breakfast to set-up our booth. Event is expected to be sometime around 10AM through 2PM. John has asked members to volunteer for booth duty via a response to his eMail announcement.
There will also be Simulated Emergency Test [SET] by District 4 (Kane, DuPage, Cook, and Lake) in the morning from 8AM to Noon. SARC may be able to participate within the District 4 plans by somehow overlapping with our Schaumburg Safety Day staffing.
Repeaters:
Terry Jarnholm AE9TJ and Rob Glowacki N9MVO Repeater Committee reported internet access has been restored on the 2M machine. The Router has been replaced and the system is once again in full operation.
Newsline is temporarily stored in-system and can be invoked for playback after Nets. Since there are internal time-out deletion parameters to help manage older files, Newsline files are sometimes erased and not available.
Construction Project (CP):
Don Dewar KD9NJR said our first session this fall will be the fourth Saturday of September. Our club’s website needs to re-start the posting of the CP meeting schedule (Don will ask Matt Walsh to update). | ||
VE Testing:
Ed Lishka AC9SD informed the VE Team hosted one successfully-testing candidate this month. W5YI seems to be suffering a slight registration delay and it isn’t yet known if the FCC database is updated.

Dennis C. Calvey KD9HIK Publicity Chair confirmed the Park District is not limiting our attendance for upcoming Construction Project meetings. The only requirement they have is: masking for all attendees.
Social:
John KD9KSH has reserved space for us at Garibaldi’s for Sunday September 26th. 6PM start.
Education:
Leo N9NBH has communicated with the Hoffman Estates Library and reports plans for a 10-week Technician course to begin January 8th, 2022. Class will be from 10:30AM to 12:30PM.
Separately, CW education is planned as well; Leo has enrolled with G4FON Long Island CW Club to begin the organization efforts.
Programs:
John K9WIC presented a Digital Voice demonstration. More detailed demonstration is planned for the upcoming Construction Project in newly-proposed ‘Digital Corner’ during the September gathering.

New Business:
John K9WIC requested the Club Secretary either locate or create an up-to-date copy of the Constitution and Bylaws of the Club and publish the updated copy on the N9RJV Website. The updated copy needs to contain footnotes identifying the changes to the current copy and the authority for those changes.
- recent Bylaw change was November 2018 which requires any member officially speaking on behalf of SARC to governmental agencies or the public media be duly authorized by the Board. No other changes were noted in the past ~25 years of record-keeping.
John pointed-out conflicting verbiage in our Constitution and Bylaws. Director appointments are indicated as lifetime in one document while described as annual terms of service in another. There is no specific definition of any Nominating Committee found in our documents nor mention of authority to offer a recommended officer slate nor provision for write-in candidates during annual elections.
John K9WIC offers following clarification to above Minutes; edited September 19th:
The director terms in the Bylaws is “3-year” not “annual” as stated in the
minutes.
Suggest the proposed amendment be identified as:
Article VIII, Secion1 of the SARC Bylaws shall be amended to “first day of
July” vice “first day of January.”
This change shall take place July 1, 2022.
Article VIII Administration
Section 1.
Fiscal Year: The fiscal year shall commence on the first day of January
[July}.
BTW June only has 30 days; we’ll be waiting a long time for June 31st!
John K9WIC asked the Repeater Committee to reach out to nearby Wisconsin 2M repeater to determine if coordination with the Repeater Association can help alleviate recent nuisance receptions here in northern Illinois or to find-out if they have made recent station changes that could explain the seemingly high levels received on our input frequency recently. Natural Ducting could also be the culprit while the good news is their PL Tone differs from our system.
Leo Ribordy N9NBH presented the Nominating Committee’s slate for the November elections (copy of proposed 2022 Ballot attached in the Addendum herein).
SARC’s Board of Directors convened a special meeting after close of the Business Meeting to announce their authority (less than 1-year membership) for Barry Friedman K9FMB to run for the role of Treasurer for the 2022 term.
